Built environment is where we live for most of the time and its development is what we do to improve our lot within this envelop. The two are inseparable. Man started his habitat by living in caves, which caused no disturbance to nature. Later he started building houses using naturally available materials and handicraft methods, which gradually changed, to use of some manufactured materials like lime. Though it affected the environment to some extent, it did not disturb the balance and the process continued. In the last few decades, use of large variety of manufactured building materials, high level of mechanization consuming energy and creating pollution has put a lot of strain on the natural resources. Unprecedented urbanization has posed the challenges of building in a decade equal to what was built in 100 or1000 years. As the development of human civilization follows in ascending direction, this rate is going to increase and consumption of resources and the space would increase, causing depletion of the environment and its resources that cannot be sustained in future. But this process of development has to continue in future as well if we have to improve our life. As such it is imperative to have built environment development that is sustainable.
Today, the sustainability of built environment is hampered by several forces and factors, such as inadequacy of land, water and energy. Cities in India have the problems of overcrowding, power, sanitation, pollution and acute shortage of water, housing, transport, open spaces and public materials. The built environment, therefore, has to be properly planned.
The link between the development and energy consumption is well known. The energy consumption in developed countries is several times more than in the developing countries and, therefore, consumption in our built environment is going to increase. Available sources of energy cannot sustain this huge consumption. Energy concerns are, therefore, of great importance.
Environmental concerns are the next important aspects to be looked into. Air & water pollution and wastes entering the environment have an effect of reducing the livability. There are many steps that can be taken to improve our environment to have a healthy and peaceful life.
Building materials have the largest impact on the construction projects and their cost. Improvement in their efficiency, economical production and rational use would therefore go a long way in saving the construction cost. Total dependence on the conventional materials and on the use of virgin materials for manufactures have caused enormous harm to the ecology of the world. The technological advances that have taken place in the last few decades have amply proved the efficiency of some alternative sources of materials, such as industrial and agricultural wastes, bio-composites, plantation timber, plastics etc. The greater utilization of these materials can lead to conservation of the virgin materials leading to sustainable development.
Global urban debate from the last decade identified governance as a major issue for further human settlement development. Lack of proper governance of the urban system has led to the cities emerging as unsafe, insecure, unhealthy and generally unsensitive. It is indeed time that we ensure collective governance of the cities, incorporating the aspirations of the haves, have-nots, the women, the disadvantaged and the marginalised so that the cities could develop as inclusive entities.
The proposed Seminar will review all the aspects stated above and evolve policies and guidelines that, if followed, will bring improvement in levels of sustainable development of the built environment. Discussions are proposed to be held on following five sub-themes :-
Sub Theme I : Planning for Sustainable Development
Sub Theme II : Energy Concerns.
Sub Theme III : Environmental Concerns.
Sub Theme IV : Building Materials
Sub Theme V : Governance for sustainable development
Authors will be required to contribute two hard copies of their paper along with 3.5 floppy in Microsoft Word or PageMaker Programme. The paper should not exceed 3000 words. The paper should not have been published earlier or presented in any other seminar/conference. Authors would also be required to indicate the name of co-authors, their affiliation, mailing address and telephone numbers. Papers selected for the Seminar will be published in the form of a Journal which would be made available before the Seimnar. Upto 2 authors of each paper shall be given a free delegate status. Authors who are interested in contributing papers should submit an abstract of about 200 words of their proposed paper so as to reach Indian Buildings Congress by 20th September, 2001.
